For the most part in previous expacs that’s mostly been gear afaik but for legion and bfa we had artifacts. Your OP-ness is bound by the power progression. However when switching grinds or power sources, you feel weaker, because you are. So basically, long unnecessary ramble short, the expac power progression, and main grinds are what make your character seem OP. It was known very very early that you’d be giving it up once Azeroth was “healed”, and you’d go back to being weak. All the power you worked towards the entirety of legion was gone. (That last bit may not be completely true but like it was still borrowed power.) At the very end of legion right along side prepatch, we gave up our artifacts to depower the sword of sargeras.
